The Defence Infrastructure Organisation (DIO) The Defence Infrastructure Organisation (DIO) serves as the backbone for defence infrastructure, ensuring that the armed forces have the necessary facilities to live, work, train, and deploy both domestically and internationally. DIO is tasked with planning, building, maintaining, and servicing defence infrastructure. Their comprehensive responsibilities encompass major capital projects, lifecycle refurbishment, utility services, facilities management, training environments, Service Families Accommodation, routine maintenance, and reactive repairs. Additionally, DIO maintains a central register of asset information to aid infrastructure planning and acts as the steward of the defence estate. TRIRIGA Award-Winning Programme Highlights Managing one of the largest property portfolios in Europe, the UK Ministry of Defence (MOD) estate spans 900 sites and approximately 96,000 buildings. In 2012, the MOD adopted IBM TRIRIGA as its Infrastructure Management System (IMS), replacing over 150 legacy systems. This phased rollout included Real Estate Portfolio Management, Capital Projects, Facilities Management, Space Management, and Environment Sustainability, integrating with Oracle Finance, DIO CAFM (Maximo), and supply chain CAFM systems to establish a comprehensive asset lifecycle management system.The TRIRIGA implementation has yielded substantial benefits, including enhanced regulatory compliance, improved accuracy, reduced risk, and streamlined audits. It has significantly optimised asset portfolio management and lifecycle planning across the MOD estate, delivering substantial operational cost savings and better decision-making. Key lessons from this journey underscore the importance of C-Suite sponsorship, aligning changes with business capacity, leveraging out-of-the-box capabilities, early value realization, and proactive user training.
